Position Summary

The University of Idaho Chief Information Officer serves as the institution’s senior IT leader and provides vision, leadership and direction for developing and implementing information technology initiatives in accordance with the mission, core values, goals and strategic plan of the university and designed to enhance the performance and growth of the University of Idaho.
This is accomplished by:
• determining, through collaboration, experience and study, and articulating a vision of the technology assets needed to accomplish UI’s strategic plan goals;
• developing and maintaining positive relationships across UI and working collaboratively with key university leaders and technology professionals to provide innovative IT solutions that address the complex needs of customers;
• promoting the value and importance of current and emerging technologies while making informed decisions through discussions of cost, risk and outcomes;
• developing strategy, budget and governance for integrating traditional, new, and emerging information resources and technology into the teaching, research, and extension missions of the University,
• assuring responsive, reliable, and secure institutional IT processes and support services;
• leading and managing the professionals in Information Technology Services (ITS) in accomplishing their scope of services including enterprise applications, system integration, database support, application management, multi-tiered end user support, classroom technologies, media center, records management, ID card operations, electronic commerce, student computer labs, software support, information security, portfolio and project management, telecommunications, networks, servers and storage;
• stewarding a positive culture in ITS built around partnership, transparency, collaboration and continuous improvement;
• ensuring UI constituents understand what ITS can do to help them achieve their goals;
• providing leadership in setting policy for technology and ensuring compliance with federal, state and local laws and UI policy;
• providing active, integrative leadership for the university’s statewide information technologies and information resources through collaboration with IT leaders throughout Idaho in educational technologies and related information services, telecommunications and connective networks, computing, including collaborative planning, and policy development;
• working closely with regional and national IT organizations for the purpose of developing, delivering, and enhancing UI programs efficiently and in improving and implementing technology-enabled strategic solutions.

The position reports to the Vice President for the Division of Infrastructure (which includes ITS, Facilities Services, Events and Support Services, Real Estate and Public Safety and Security) and actively participates in senior leadership teams including the President’s Roundtable and Provost’s Council.

Responsibilities

Job Duty Function Lead collaboration and planning with colleges, departments, state and federal agencies, other educational institutions, business and industry, and faculty, staff, and students of the University of Idaho to advance the university's Strategic Plan goals by:
Job Duties/Responsibilities

• Assessing institutional technology needs;
• Providing a consistent vision and encouraging complementary technical standards as the university adapts to a rapidly changing information resources environment;
• Leading the selection, acquisition, and introduction of new information and instructional technologies to various university constituencies;
• Ensuring successful maintenance and upgrades of the university’s advanced information technology abilities and planning for future expansion;
• Working with other units to coordinate technology investments;
• Implementing institution-wide technology governance and prioritization processes;
• Providing consulting services to faculty and university leaders on matters relating to information technology;
• Supporting and enhancing a culture of continuous improvement;
• Communicating effectively with constituents inside and outside the university;
• Establishing ongoing positive relationships with diverse constituent groups.
• Leading initiatives in administrative and academic information systems, computing, and telecommunications infrastructure.

Job Duty Function Provide effective direction for the University's Information Technology Services department, including budget, personnel, and policy development by:
Job Duties/Responsibilities

• Selecting, training and leading the ITS leadership team;
• Understanding motivations of direct reports in order to guide and mentor leaders to achieve their goals and the strategic goals of UI;
• Developing a work atmosphere of cooperation, collaboration, continuous improvement and professional development;
• Coordinating enterprise technology planning efforts;
• Researching information regarding developments in information technologies and recommending options;
• Identifying sources of funding to support institutional technology initiatives to include participation in grant funded opportunities;
• Providing budget oversight and direction for ITS and institutional technology operational and capital budgets;
• Negotiating and ensuring the proper management of vendor contracts;
• Representing UI technology interests at the local, state, regional and national levels;
• Providing direction for technology personnel-related initiatives, determining the roles and requirements needed to accomplish ITS and institutional goals.

Job Duty Function Optimize customer and ITS employee satisfaction through collaborative teamwork and a strong commitment to customer service by:
Job Duties/Responsibilities

• Possessing and demonstrating a strong customer service philosophy and implementing an effective program to reinforce a strong commitment to customer service throughout ITS;
• Foster and participate in an atmosphere of collaborative problem-solving within the Division of Infrastructure, with other UI units and with faculty, staff, students, and administrators to ensure that needs of the university are best met;
• Ensuring that IT policies, procedures and best practices are consistently established, implemented, and updated in a timely manner;
• Monitoring customer satisfaction and insuring departmental responsiveness;
• Taking timely and decisive action to ensure that critical technology and technology security functions are accomplished successfully.

Job Duty Function Contribute to the success of the university by:

• Assisting in identifying organization needs;
• Assisting with goals and objectives for the entire university;
• Completing other duties as assigned.

Position Qualifications

Minimum Qualifications

• Advanced degree from an accredited institution of higher education
• 10 or more years of leadership in enterprise IT operations including budgetary and personnel responsibilities
• Demonstrated commitment to customer service
• Ability to portray a leadership presence to internal and external audiences
• Strong communication skills with the ability to present complex information to multiple audiences
• Demonstrated experience in strategic and operational planning
• Experience in a highly collaborative, distributed decision-making model

Preferred Qualifications

• Advanced degree in the field of computer science, management information systems, business or related field
• Technology organization leadership experience in a higher education environment
